Firaxis were clear from the first that part of XCOM 2 going PC-exclusive is about making the game more mod-friendly. Today, as part of IGN’s ongoing reveal coverage, we got a little more detail about Firaxis’ plans to open the game to modders.

They also talked about how The Long War mod ended up being one of Firaxis’ favorite things about XCOM, and showed the studio how the fan community could find ways to surpass their original vision.
Once again, Dan Stapleton gets a lot of great stuff from creative director Jake Solomon and producer Garth DeAngelis. The most important thing that they confirm is that they’re going to release all the modding tools either at or shortly after the release of XCOM 2. And, of course, it will feature Steam Workshop integration.
Feb 15, 2016 If you have been playing vanilla XCOM in a language other than the one you installed it in, switch XCOM to the installed Long War language via its properties in Steam. Installation Notes This mod will overwrite several game files and likely render multiplayer unplayable until you uninstall. The Long War 2 is a thoughtful and effective reworking of the XCOM 2 formula, and the new weapon, class and mission additions are slick and well-integrated—they could have come from Firaxis.
But what jumped out at me was the long digression into a conversation about The Long War, which drastically expanded the original XCOM campaign into something more demanding and with a lot more variety. Polygon’s Russ Pitts wrote a long series about the mod shortly after it came out, explaining how to install the mod and why it’s worth doing. It’s the version of XCOM you play after you’re done beating it on Iron Man and high difficulty.
Jake Solomon even paid the mod the incredible compliment of saying, “We’re basically a 20-hour tutorial for The Long War, and that’s okay.”
He speculates that the mod scene might even bring back the original X-COM’s “time units”, effectively bringing back the old game inside the new one. One thing theydon’tspeculate about is paid-mods. So I guess we’ll wait and see how that shakes out.
According to their IGN interview, what Solomon and DeAngelis really want is for XCOM 2 to be almost limitlessly replayable. The main campaign for XCOM 2 is, if their hopes for the mod community come to fruition, going to be start of the adventure. Not the end.
XCOM-Mod-ManagerXCOM Mod Manager allows you to have multiple Mods of XCOM without them interfering. For example, you can have a Long War 1.0 mod, a Long War B14 mod and a vanilla installation, and XCOM Mod Manager will help you to simply switch between the three installations. InstallationXCOM Mod Manager needs no setup.
Your download should include a file called xcomModManager.py. Put this file inside XEW.To use XCOM Mod Manager, you'll need Python 2.7, which is available on all platforms be it Mac, PC or Linux. UsageFirst off, you need to make multiple copies of the XEW folder inside your XCOM Enemy Within install folder. To do this, go to the folder where the game is installed (this can be done through Steam).

The number of copies is up to you, depending on the number of seperate 'mods' you want to keep. Rename each copy something like, XEW - Long War or XEW - Vanilla. You can leave a single folder named as XEW (this is your default installation).Once you're done with that, you're all set. Run the script included ( xcomModManager.py), and it'll sort through the folders, and scan them. It might ask you for a name for the default folder (the one named XEW).Once the script is done scanning the folders, whenever you want to change the installation you want to play, just fire up the script again and it'll give you a list of your mods. Type in the number of the mod you want to play, and press enter.
The script will exit. When you launch the game through Steam, the version you selected will be the one you launch.
